Ok, the simplest way to resize an icon on Ubuntu with Gnome desktop, is right clicking it and using Strech Icon and then simply moving your mouse like you do on a normal desktop window. This is the quickest way (the second way isn't hard at all :P), but it only applies to one icon, the one you resize it.
The second way: open terminal and write nautilus, the go Edit->Preferences and there you can see Icon View Defaults, simply choose a smaller size. The best way visually in my opinion is 75%, but it's up to you now. Now all your icons are smaller :)
